Support for Reform Runs Strong in Wisconsin, Poll Shows
State on wrong track and officials can’t be trusted to do the right thing

Most Wisconsin residents believe their state is on the wrong track and have little trust in state officials to serve their interests on issues they care about, and a supermajority supports reforms aimed at making state government more honest, accountable and responsive, a new public opinion survey shows.

The comprehensive poll conducted by a national survey research firm* shows that concerns about money in state politics are on a par with concerns about jobs, health care, the economy and public education.

However, the survey also finds that Wisconsinites have grown more optimistic about prospects for political reform since a similar survey was conducted by the same polling firm in 2006. A greater percentage (72 percent) of Wisconsin residents disagree that “corruption in government will always be a problem” than the 65 percent who held that belief in 2006. And 60 percent of Wisconsinites disagree that “money will always influence government decisions,” a nine percentage point increase over 2006 (51 percent).

Obama Privatizes

Barack Obama told supporters this morning that he'll be forgoing more than $80 million in public funds for the general election, making him the first major party nominee to reject the taxpayers' grant since the program began in 1976. Obama called the system "broken" and said he will instead rely on small donations to land him in the White House. "Instead of forcing us to rely on millions from Washington lobbyists and special interest PACs, you've fueled this campaign with donations of $5, $10, $20, whatever you can afford," Obama said in a video message on his website.

European Company Plays American Politics -- And Wins

The cost of a $35 billion Air Force tanker contract is $304,000 in campaign contributions and $2.8 million in lobbying expenditures (and a superior bid, the companies who won the contract would say). Under these circumstances, the North American arm of European Aeronautic Defence & Space Company (EADS, parent of Airbus) partnered with U.S.-based Northrop Grumman to win the giant defense contract this week. American competitor Boeing was chagrined, to say the least, and is appealing the decision. Since 2003, EADS has steadily increased its campaign contributions to members of Congress, giving $42,500 in the 2004 election cycle, $142,000 in 2006 and $120,400 so far this cycle. Boeing, however, has steadily decreased its contributions, but its PAC and employees have still managed to give about $905,000 this cycle. Between them, Northrop Grumman and EADS spent $70 million on lobbying since 2003, compared to Boeing's $46.5 million. Boeing lost a contract in 2004 in part because Sen. John McCain helped launch an investigation into corruption that landed two company executives in prison. Three of McCain's presidential campaign advisers have lobbied for EADS, one of whom has done so while serving as McCain's national finance chair. McCain, who is the ranking member of the Senate's Armed Services committee, has received $17,000 from EADS for his Senate and presidential campaigns in the last three years -- more than all but two current members of Congress.

Pork is thriving on Capitol Hill

WASHINGTON -- So much for trimming the pork.

The practice of decorating legislation with billions of dollars in pet projects and federal contracts is thriving on Capitol Hill -- despite public outrage that helped flip control of Congress two years ago.

More than 11,000 of those "earmarks, " worth nearly $15 billion in all, were slipped last year into legislation telling the government where to spend taxpayers ' money this year, keeping them at the center of Washington 's culture of money, influence and politics. Now comes an election-year encore.

Congressman Ryan’s Road Map for America Is a Dead End

His extreme right-wing proposals will create more problems

Republican Congressman Paul Ryan has put together a “Roadmap for America’s Future” that addresses the pressing issues facing the United States. The Journal Sentinel applauded it and reported that Republican insiders say it “represents the kind of fresh thinking the party needs.”

Unlike many in Congress, Ryan at least is putting the energy into laying out a plan. But fresh thinking it is not. Unfortunately, Ryan’s road map is the same old far-right-wing agenda that has been promoted by conservative think tanks such as the Heritage Foundation and Club for Growth. The plan is more radically right wing than mainstream Republican thinking and is based on a naive premise that the free market can solve all the problems facing America today. Several decades ago most economists, even most conservative economists, acknowledged that there are many areas where the markets just fail and government intervention and regulation are required.

A prime example is the current recession, which was triggered by the relaxed regulation of the housing mortgage market. Companies like the former Bear Stearns that lobbied the government for more deregulation of the mortgage markets ended up creating their own demise.

More Oil?

Deals With Iraq Are Set to Bring Oil Giants Back

BAGHDAD — Four Western oil companies are in the final stages of negotiations this month on contracts that will return them to Iraq, 36 years after losing their oil concession to nationalization as Saddam Hussein rose to power.

Exxon Mobil, Shell, Total and BP — the original partners in the Iraq Petroleum Company — along with Chevron and a number of smaller oil companies, are in talks with Iraq’s Oil Ministry for no-bid contracts to service Iraq’s largest fields, according to ministry officials, oil company officials and an American diplomat.

The deals, expected to be announced on June 30, will lay the foundation for the first commercial work for the major companies in Iraq since the American invasion, and open a new and potentially lucrative country for their operations.

The no-bid contracts are unusual for the industry, and the offers prevailed over others by more than 40 companies, including companies in Russia, China and India. The contracts, which would run for one to two years and are relatively small by industry standards, would nonetheless give the companies an advantage in bidding on future contracts in a country that many experts consider to be the best hope for a large-scale increase in oil production.

Will the real tax-and-spender please 'fess up?

Economists across political spectrum question McCain's portrayal of Obama

In a study of the candidates’ plans made public Wednesday, the nonpartisan Tax Policy Center concluded that in contrast to Mr. McCain, “Senator Obama offers much larger tax breaks to low- and middle-income taxpayers and would increase taxes on high-income taxpayers.”

The study said, “The largest tax cuts, as a share of income, would go to those at the bottom of the income distribution,” whereas “Senator McCain’s tax cuts would primarily benefit those with very high incomes.”

Other groups that focus on tax and economic policy are preparing similar analyses, but say they regard the Tax Policy Center’s assessment as highly reliable, based on its work in the past.

Corporate welfare didn't save GM plant

Wisconsin Gov. Jim Doyle wants to recover $10 million that taxpayers donated to General Motors.

Good luck.

The $10 million welfare check was designed to keep GM from closing its automotive plant in Janesville, a strategy that fell apart when GM announced last week it was closing the Janesville facility and three others. Which raises the question: Why should businesses receive taxpayer handouts?

For all the dominant political discourse about the infallibility of an unfettered free market and sheer evil of government intervention in the economy, business still get its hands on lots of taxpayer money. If the unregulated free market does indeed produce optimum results, then why are state and local governments compelled to write checks to private enterprises, pay their infrastructure costs or award them tax credits that aren’t available to the public at large?

Peeking at a Company’s Pay Rates

Company-specific compensation data is one of those rare areas in which more is known about people at the top of the social pyramid than those at the bottom. Publicly traded corporations are required to file proxy statements each year that disclose down to the last dollar what top executives are paid in salary, bonuses, long-term compensation, stock options and perks. We know what the big boss earns but generally not what the company pays its middle managers or hourly workers.
