Special Note: Whether you are a Republican or Democrat, as a constituent you should be able to ask Kohl a question and get a straightforward answer; like "I support or oppose this measure or that measure." With Kohl, don't even think about it. I have asked him half dozen times where he stood on an issue and never, not even once, gotten a straight yes or no. It's like, "here's a description of the question you pose, now wait until I vote on it to see how I stand on it." He doesn't care how you think, and I find that very arrogant.
